Hi,
Cannot say absolutely the plant in front of a lattice fence is grown from one plug. However, it could have and appears to be a single plant.
This listing is for thirty (30) plants per flat (or tray). The approximate plug measurements is 4.25 inches deep x 2 inches wide. Depending on conditions, it generally takes about 4 years for plants to reach mature size. Starting plugs in containers, with potting mix, and / or good soil preparation will be beneficial and improve the odds. Click on the links for more information.
