The plugs can be planted directly in the garden, with any necessary amendments. For more information, check out Planting/Care Instructions.
Your local nursery typically plant plugs in quart or gallon containers of a potting mix. Plugs would probably root faster if grown in containers of a good potting mix, prior to transplanting in the garden.
