Probably, it depends on your plant zone. If you are not sure of your zone, see the map below
Vinca minor 'Alba' a/k/a Periwinkle or Creeping Myrtle is rated to Zones: 4 through 9. If you are in zones 5 through 8, vinca could be evergreen year round. While typically no issues, zones 4 and 9 may require some additional seasonal care, as would any plant near its zone limits.
